– Chinese government’s rare earth export restrictions –
China's Ministry of Commerce has tightened export controls on several key minerals and technologies from 2023 to 2025, citing national security concerns.
The export controls, which focus on dual-use items (both civilian and military), technology, and certain rare earth elements, are also being used as a countermeasure to sanctions imposed by Western countries, including the United States, and are announced to apply to all countries.
A summary of the major export restrictions by year is as follows.
2023
• 2 types designated for semiconductors
Gallium (Ga), Germanium (Ge)

• 7 additional rare earth elements designated in April
Samarium (Sm), gadolinium (Gd), terbium (Tb), dysprosium (Dy), lutetium (Lu), scandium (Sc), yttrium (Y)

Antimony, an ultra-hard material, banned from export

• 5 additional items designated in October (total of 12 items)
Holmium (Ho), Erbium (Er), Thulium (Tm), Europium (Eu), Ytterbium (Yb)
• Battery and related technology designation
Export controls on high-performance lithium-ion batteries, key production equipment, artificial graphite cathode materials, and related technologies.
As mentioned above, export regulations on rare earth elements and semiconductor materials are being implemented very strongly.
As a result, many domestic companies are experiencing severe difficulties in procuring materials.
It is a critical time to secure and operate sufficient and stable inventory.
