The 2021 existing chemical substance content has been partially revised (Ministry of Environment Notice No. 2021-160, effective August)
Consists only of existing chemical substances that fall under the definition of existing chemical substances according to Article 2, Paragraph 3 of the Chemical Substances Registration and Evaluation Act.
Reaction products and isomers of existing chemicals are also considered existing chemicals, but it is difficult to establish a list due to the large number of substances.
Due to difficulties, a new notice has been issued.

Article 3 (Recognition of existing chemical substances) The following cases are considered existing chemical substances.
1. Hydrate or anhydride of existing chemical substances
2. If the reaction product is composed of two or more components and all components are existing chemical substances (within the reaction product)
(Limited to cases where separation of each component is technically difficult and is distributed or handled in the market as is.)
3. Sub-isomers of multi-component substances notified as existing chemical substances
4. Other chemicals listed in Table 3
