The chemical substance registration process is divided into existing and new chemical substances, and reporting or registration is carried out based on the amount manufactured or imported.
Existing chemicals must go through a registration process after prior notification if they exceed 1 ton, while new chemicals must be registered if they exceed 100 kg per year, and reported if they are less than 100 kg.
Registered substances are subject to toxicity screening and risk assessment to determine whether they are toxic and their risk level. Depending on the results of the screening and assessment, the substance may be classified as a permitted substance, restricted substance, or prohibited substance.
